instructions to the Inspectors and other members of the Staff,
the dealing with matters relating to prosecutions for breach
of Sanitary Laws, the issue of warrants for visitations of
dwelling houses by night, etc., and attendance at meetings of
the Board are such that it is desirable that it should be held
by a trustworthy Higher Grade Clerk, preferably European.
4.
In the event of your approving the change
which will result in a saving of expenditure I propose to
permit Mr. G. N. Orme to resign his appointment as Assistant
Secretary of the Sanitary Board and to give effect to the new
arrangement from the date of the arrival in the Colony of the
Secretary, Mr. G. A. Woodcock, due to return from leave on
the 30th. September next when I shall submit the name of a
candidate for the permanent appointment of Principal Clerk.

I would add that Mr. Ore is not anxious
to retain his present substantive appointment from which he
practically derives no pecuniary advantages over those that
would accrue to him as a Passed Cadet, that the seconding of
two Officers for the South African migration Service makes
it necessary,
at any rate for the time, to withdraw him from
the duties of that appointment and that as stated in paragraph
6 of my Despatch No. 14 dated the 19th. January, 1905, I do
not consider it satisfactory to have officers of the Eastern
Civil Service in Hongkong outside the Classification of Offices
set forth in Colonial Office Memorandum Eastern
No. 67.
